Public diplomacy engages foreign publics through dialogue, cultural exchange, and relationship-building, with leaders’ speeches serving as strategic instruments to convey national identity and values. Using the Golan's Integrated Public Diplomacy Model, this study conducts a thematic analysis of political speeches of five leaders of the UAE since its establishment in 1971. The analysis revealed three dominant themes: foundational values and national identity, social and ethical priorities, and human capital and future vision. The findings demonstrate that the speeches of UAE leaders transcend domestic communication, projecting an image of unity, tolerance, humanitarianism, and youth empowerment to global audiences. Through these discourses, the UAE promotes peace, cultural openness, and innovation. The UAE’s leaders have helped cultivate a distinct international image and foster long-term diplomatic relationships. This approach underscores how leadership communication serves not only domestic purposes but also as a strategic instrument of national soft power and a broader public diplomacy tool.
