الملخص
يشكّل التسيب الإداري إحدى أبرز الإشكاليات التي تعيق فعالية الإدارة العمومية في الجزائر، حيث يتجلى من خلال ضعف الالتزام الوظيفي، تأخر إنجاز المهام، غياب المساءلة، وتفشي مظاهر الإهمال واللامبالاة داخل المؤسسات في هذا السياق، تبرز الرقابة الإدارية كآلية محورية للحد من هذه الظاهرة وتعزيز مبادئ الشفافية والانضباط الوظيفي. تهدف هذه الدراسة إلى تحليل مدى فاعلية الرقابة الإدارية بمختلف أشكالها – الداخلية منها والخارجية – في ضبط الأداء الإداري، وتحقيق الاستخدام الأمثل للموارد البشرية والمادية. كما تسعى إلى إبراز أوجه القصور في تطبيق أدوات الرقابة، سواء من حيث الإطار التشريعي أو الممارسة الميدانية، خاصة في ظل البيروقراطية الإدارية، وضعف التنسيق بين الجهات الرقابية، ونقص التكوين المتخصص في هذا المجال. Administrative laxity constitutes one of the most prominent challenges hindering the effectiveness of public administration in Algeria. It is manifested through weak job commitment, delays in task execution, lack of accountability, and the spread of negligence and indifference within institutions. In this context, administrative oversight emerges as a central mechanism for curbing this phenomenon and promoting the principles of transparency and professional discipline. This study aims to analyze the effectiveness of administrative oversight in its various forms—both internal and external—in regulating administrative performance and ensuring optimal use of human and material resources. It also seeks to highlight the shortcomings in the application of oversight tools, whether in terms of the legal framework or practical implementation, particularly in light of administrative bureaucracy, poor coordination among oversight bodies, and the lack of specialized training in this field.
