السياسة الحيوية لأنظمة المراقبة الأمنية في العصر الرقمي

الملخص

تشهد المجتمعات المعاصرة توسعًا كبيرًا في ظاهرة المراقبة، مدفوعًا بالتقدم التكنولوجي الهائل، لتتجاوز أشكالها التقليدية وتصبح أداة لإدارة الحياة نفسها. تستكشف هذه الدراسة، من منظور السياسة الحيوية ، كيف تحولت المراقبة إلى آلية لإدارة السكان وتنظيمهم، خاصة في المجال الأمني بالعصر الرقمي. تنطلق الدراسة من فرضية أن المراقبة المعاصرة لم تعد تقتصر على حفظ الأمن بل أصبحت وسيلة لإدارة الحياة السكانية، مما يؤدي لتآكل الخصوصية، وأن التقنيات الرقمية تعزز هذه المراقبة البيوسياسية. بالاعتماد على المنهج النقدي التحليلي ، تهدف الدراسة إلى تحليل الأطر النظرية للمراقبة والسياسة الحيوية وتجلياتها الأمنية. أظهرت النتائج أن المراقبة البيوسياسية، المعززة بالتقنيات الرقمية، تدير الحياة السكانية بشكل مكثف، مما يؤثر على الخصوصية ويثير تحديات تتعلق بالتمييز والحقوق، وتؤكد الحاجة لأطر قانونية وأخلاقية جديدة ومقاومة نقدية. Abstract Contemporary societies are witnessing a significant expansion of surveillance a phenomenon driven by immense technological advancements that has transcended its traditional forms to become a tool for managing life itself. This study employing a biopolitical perspective inspired by the works of Foucault and Agamben explores how surveillance has transformed into a mechanism for population management and organization particularly within the security domain in the digital age. The study posits that contemporary surveillance extends beyond traditional security functions to become a pivotal instrument for managing population life leading to an erosion of individual privacy and that digital technologies unprecedentedly enhance this biopolitical surveillance. Using a critical analytical and genealogical methodology the study aims to analyze the theoretical frameworks of surveillance and biopolitics and their security manifestations. The findings indicate that biopolitical surveillance augmented by digital technologies intensively manages population life impacting privacy and raising challenges related to discrimination and rights highlighting the need for new legal ethical frameworks and critical resistance
