Abstract: Since the judge is not is to re-present the dispute before the second-degree body of the administrative judicial hierarchy in order to reconsider the first-degree judgments and orders, whether from the perspective of facts or the law. Legislators have regulated it under Law 08/09, which contains the Civil and Administrative Procedure Code, and have also amended and regulated it under Law 22/13, which also contains the Civil and Administrative Procedure Code. It is a way for litigants to obtain a more just ruling. This stems from his desire to establish administrative courts of appeal, which now number six courts and represent the second tier of the administrative judicial hierarchy. It is before these courts that the primary courts' rulings are appealed.
