الذكاء الاصطناعي وإبرام العقد الإداري الذكي عبر البلوك تشين

الملخص
الملخص: عالج هذا المقال موضوع الذكاء الاصطناعي والعقد الاداري الذكي المبرم عبر تقنية البلوك تشين، وذلك استنادا لدخول العالم مرحلة جديدة تعرف بالثورة الصناعية الرابعة، حيث ساهمت هذه الأخيرة في تسريع وتسهيل عملية إبرام وأتمتة مسار المعاملة العقدية. ومنه ترتكز هذه الدراسة على تحديد الأطر المفاهيمية لكل من الذكاء الاصطناعي والعقد الاداري الذكي وتقنية البلوك تشين بالإضافة إلى بيان ضوابط إبرام هذا العقد من خلال عناصر تكوينه ومراحل إبرامه الخاصة والمميزة له وبيان الضمانات الاجرائية لتنفيذه. تهدف هذه الدراسة الى دور كل من الذكاء الاصطناعي والعقد الاداري الذكي والبلوك تشين ومساهمتهم في أتمتة إدارة العملية التعاقدية، كما تهدف أيضا إلى إثراء الموضوع وذلك لمواكبة الرقمنة وجاهزية العمل بتقنيات الذكاء الاصطناعي في إبرام العقد. Abstract: This article addressed the topic of artificial intelligence and the smart administrative contract concluded via blockchain technology, based on the world entering a new phase known as the Fourth Industrial Revolution, as the latter contributed to accelerating and facilitating the process of concluding and automating the process of contractual transactions. Hence, this study is based on defining the conceptual frameworks for artificial intelligence, the smart administrative contract, and blockchain technology, in addition to explaining the controls for concluding this contract through the elements of its formation and the special and distinctive stages of its conclusion, and explaining the procedural guarantees for its implementation. This study aims to examine the role of artificial intelligence, the smart administrative contract, and blockchain and their contribution to automating the management of the contractual process.It also aims to enrich the topic in order to keep pace with digitization and the readiness to work with artificial intelligence techniques in concluding the contract.
