Abstract

Abstract: The Algerian legislator has worked to enhance the investment climate by enacting Law No. 22-18, which represents a comprehensive legal framework aimed at attracting local and foreign investments through a set of guarantees and incentives. This study seeks to analyze the legal and economic guarantees provided by this legislative text, focusing on mechanisms for investor protection and the simplification of administrative procedures. The research also examines the impact of these guarantees on the competitiveness of the Algerian economy, compared to successful international experiences in this field. ملخص البحث: حرص المشرع الجزائري على تعزيز المناخ الاستثماري من خلال إصدار القانون رقم 22-18، الذي يُمثل إطارًا قانونيًا شاملاً يهدف إلى جذب الاستثمارات المحلية والأجنبية عبر مجموعة من الضمانات والحوافز. تسعى هذه الدراسة إلى تحليل الضمانات القانونية والاقتصادية التي يوفرها هذا النص التشريعي، مع التركيز على آليات حماية المستثمرين وتبسيط الإجراءات الإدارية. كما يتناول البحث تأثير هذه الضمانات على تنافسية الاقتصاد الجزائري، مقارنةً بالتجارب الدولية الناجحة في هذا المجال.
