الملخص
يهدف هذا البحث إلى معالجة مسألة ضرورة إصلاح منظمة الأمم المتحدة خاصة في ظل المتغيرات الدولية التي يشهدها العالم منذ سنوات التسعينات، إضافة إلى تفاقم التوترات في العلاقات الدولية التي تجلت في الأزمات الدولية الراهنة التي تهدد السلم والأمن الدوليين، وقد زادت الحرب الإسرائيلية التي يشنها الاحتلال على قطاع غزة منذ خريف 2023 من الحاجة الملحة إلى إحداث تغيير جذري في كيفية تعاطي منظمة الأمم المتحدة مع انتهاكات الدول لقواعد القانون الدولي وكذا قرارات الشرعية الدولية، لذلك يتناول البحث الإجابة عن تساءل يتمحور حول مدى قدرة منظمة الأمم المتحدة على مواكبة المتغيرات الدولية الراهنة من خلال تبني خطة واضحة للإصلاح. This research aims to discuss the issue of the necessity of reforming the United Nations, especially in light of the international changes that the world has witnessed since the nineties, in addition to the exacerbation of tensions in international relations, which have manifested in the current international crises that threaten international peace and security. The Israeli war waged by the occupation on the Gaza Strip has increased the urgent need to bring about a radical change in the way the United Nations deals with states’ violations of the rules of international law and international legitimacy resolutions. Therefore, the research addresses the answer to a question that revolves around the extent of the United Nations’ ability to keep pace with current international changes by adopting a clear plan for reform.
