The Legal Framework Of Audiovisual Regulation In Algeria

Authors : Demmad Chahrazed . Atoui Malika .

Abstract

The regulation of audiovisual activity in Algeria raises a key issue: can the legal system ensure both media openness and state control? This study aims to trace the legal evolution of the sector, focusing on Laws 14/04 and 23/20, while assessing the role of the independent regulatory authority and the mechanisms for licensing and sanctions. Findings show that despite some reforms, the legal framework remains restrictive. Licensing authority was centralized under the Ministry of Communication, and the regulatory body’s role was weakened. Sanctions remained heavy, limiting the sector’s potential for real media pluralism and independence.
