Enhancing Higher Education Standards In Algeria As A Strategic Necessity For The Transition To A Knowledge-based Economy—in Light Of Successful International Experiences

Authors : Boudjella Imane .

Abstract

The study aims to highlight the higher education prerequisites for Algeria's transition to the knowledge economy; it employs a comparative analytical approach to assess key indicators of higher education and the knowledge economy, as well as to draw lessons from leading countries that have made major advances in the knowledge economy. It was found that Algeria's higher education sector remains far behind in terms of scientific education, research, and innovation despite tireless attempts to enhance this sector. Furthermore, Algeria's position in the global rankings for higher education, competitiveness, technological progress, creativity, and innovation highlights the challenges it confronts in terms of its willingness to successfully integrate into the knowledge economy. Finally, drawing inspiration from the California higher education system and Singapore's research and development initiatives, Algeria could adopt a successful model, prioritizing the establishment of flagship research universities, nurturing research talent from an early age, and raising R&D spending to at least 1% of GDP by 2030. Additional priorities include developing a national research strategy focused on key sectors and creating scientific oases and regional innovation centres to decentralise research and foster local entrepreneurship; such initiatives would significantly accelerate the process of the transition to a knowledge-based economy.
