In a context of increasing digital transformation, Enterprise Resource Planning (ERP) systems represent a strategic lever for the modernization of business models, particularly in public enterprises. This article focuses on the case of Algérienne des Eaux (ADE), through a qualitative case study approach, this research aims to identify the obstacles to the full integration of the system and assess the organizational impacts of this fragmented software usage. Semi-structured interviews were conducted with key actors within ADE to gather their perceptions, practices, and representations. The findings reveal technical, institutional, and human barriers to comprehensive adoption, as well as a significant underutilization of the ERP’s potential in strategic management and operational performance.
