واقع الحوكمة في بيئة الأعمال الجزائرية بين التحديات والفرص

الملخص
تناولت هذه الدراسة مفهوم حوكمة الشركات، أهدافها، ومبادئها، مع تسليط الضوء على أهميتها الاقتصادية ودورها في تعزيز الشفافية والمساءلة داخل المؤسسات. كما تم التطرق إلى واقع الحوكمة في الجزائر، من خلال تحليل مدى اهتمام الدولة بهذا المجال، ودراسة بوادر تطبيقها في المؤسسات المختلفة. وتم استعراض نظام الحوكمة في الجزائر ومدى توافقه مع المعايير الدولية، مع تقييم فعالية الحكومة في دعم الحوكمة المؤسسية. وأخيرًا، ناقش البحث أبرز التحديات التي تواجه المؤسسات الجزائرية في تطبيق مبادئ الحوكمة، مثل الإطار القانوني، مقاومة التغيير، وضعف الرقابة، وتأثير العوامل الثقافية والإدارية. خلصت الدراسة إلى أن تحقيق حوكمة فعالة يتطلب جهودًا تكاملية تشمل إصلاحات تشريعية، تعزيز ثقافة الحوكمة، وتحسين آليات الرقابة والشفافية لضمان استدامة التنمية الاقتصادية. This study examined the concept of corporate governance, its objectives, and principles, highlighting its economic importance and its role in enhancing transparency and accountability within institutions. It also explored the reality of governance in Algeria by analyzing the state's interest in this field and studying the initial steps of its implementation in various institutions. The study reviewed Algeria's governance system and its alignment with international standards while assessing government effectiveness in supporting institutional governance. Finally, the research discussed the main challenges facing Algerian institutions in applying governance principles, such as the legal framework, resistance to change, weak oversight, and the influence of cultural and administrative factors. The study concluded that achieving effective governance requires integrated efforts, including legislative reforms, promoting a governance culture, and improving oversight and transparency mechanisms to ensure sustainable economic development.
