Abstract This study explores the effectiveness of disciplinary procedures and the fairness of justice administration within Tanzania's public service, focusing on legislative clarity and the perspectives of public servants. The research evaluates how well these processes uphold justice and fairness in public service. Drawing on Organisational Justice Theories, the study employs a mixed-methods case study design. Data were gathered through structured questionnaires and key informant interviews with officials from institutions the Public Service Commission (PSC), Labour Court (LC), Controller and Auditor General (CAG), Commission for Mediation and Arbitration (CMA), Local Government Training Institute (LGTI), and Bagamoyo District Council (BDC). Findings reveal ambiguities in the Public Service Act (PSA) of 2002 and the Employment and Labour Relations Act (ELRA) of 2004, resulting in inconsistencies and overlapping disciplinary mechanisms. Justice in disciplinary procedures is moderate, undermined by inconsistent practices, unclear appeal mechanisms, power imbalances, and ethical lapses, including dishonesty and partiality. Challenges such as political interference and conflicts of interest further compromise due process. The study concludes that justice in discipline management requires clear legislation, ethical conduct, and independent institutions. Harmonising the PSA and ELRA is recommended to address inconsistencies, and discipline managers must adhere to legal frameworks while maintaining professionalism and political neutrality to ensure fairness and integrity in public service.
