الحماية القانونية للهوية الرقمية للمؤمن له اجتماعيا في إطار رقمنة خدمات الضمان الاجتماعي _بطاقة الشفاء نموذجا_

الملخص
تتناول الدراسة تسليط الضوء على تحديد الهوية الرقمية للمؤمن لهم اجتماعيا ضمن منظومة الضمان الاجتماعي الجزائري، على اعتبار الجزائر من أولى الدول عربيا وافريقيا التي سارعت الى مواكبة العصرنة في هذا القطاع، تسهيلا للإجراءات وتبسيطها وربحا للوقت والجهد للمستفيدين أو حتى لمستخدمي القطاع. تعتبر بطاقة الشفاء النموذج الذي من خلاله تتجسد الهوية الالكترونية للمؤمن اجتماعيا، والتي يتم من خلالها الربط بين قطاع الضمان الاجتماعي وقطاع الصحة، اضافة الى البحث حول قواعد الحماية لهذه البطاقة الرقمية سواء ضمن قانون التأمينات الاجتماعية أو قوانين أخرى في ظل محاربة الجرائم الالكترونية. The study deals with highlighting the identification of the digital identity of the socially insured within the Algerian social security system, considering Algeria as one of the first Arab and African countries that have hastened to keep pace with modernization in this sector, to facilitate and simplify procedures and win time and effort for beneficiaries or even users of the sector. The Chifa card is considered the model through which the electronic identity of a socially insured person is embodied, through which the social security sector and the health sector are linked, in addition to researching the protection rules for this digital card, whether within the social insurance law or other laws in the fight against cybercrime.
