الملخص
الملخص: تعتبر مرحلة التحقيق الاولي هي أول المراحل التي يمر بها الحدث بمجرد ارتكابه للجريمة، ولكن الحدث لا يعامل معاملة البالغين لذلك خصه المشرع الفلسطيني بالعديد من الاجراءات الخاصة حيث وأنه يواجه الحدث مرحلة التحقيق الاولي أمام شرطة الاحداث، وهذا بالتحديد ما نص عليه القرار بقانون رقم 04 لسنة 2016 بشأن حماية الأحداث، والذي افرد به الحدث بالإجراءات الواجب اتباعها في مرحلة التحقيق الاولي ومنحه العديد من الضمانات التي تكفل سلامته. وبانتقال الحدث لمرحلة التحقيق الابتدائي تكون هذه المرحلة امام نيابة الاحداث، التي تكون خاصة بالتعامل مع قضايا الاحداث الجانحين ونص المشرع الفلسطيني في القرار بقانون الخاص بالأحداث على نيابة الاحداث على الاجراءات الواجب اتباعها في مرحلة التحقيق الابتدائي ومنحه الضمانات القانونية في هذه المرحلة وها كله يعني بأن المشرع يسعى الى تحقيق الهدف الأسمى وهو المصلحى الفضلى للحدث. Abstract: The preliminary investigation stage is considered the first stage that the juvenile goes through once he commits the crime, but the juvenile is not treated as adults, so the Palestinian legislator singled him out with many special procedures, as he faces the juvenile preliminary investigation stage before the juvenile police, and this is precisely what was stipulated in Decree Law No. 04 of the year 2016 on the protection of juveniles, in which the juvenile is singled out with the procedures that must be followed in the preliminary investigation stage and gives him many guarantees that guarantee his safety. With the juvenile moving to the preliminary investigation stage, this stage is in front of the Juvenile Prosecution, which is specialized in dealing with cases of delinquent juveniles. The Palestinian legislator stipulated in the juvenile law decree on the Juvenile Prosecution the procedures to be followed in the preliminary investigation stage and granting him legal guarantees at this stage. All of this means that the legislator Seeks to achieve the ultimate goal, which is the best interest of the juvenile
