The Impact Of Environment Protection Law Basic Principles On The Establishment Of Environmental Liability

Abstract
Recently, scholars and various legislations- globally and regionally- have paid great attention to the notion of environmental liability due to the repercussions of environmental pollution, climate change and global warming on the life of individuals. The Algerian legislator, who is not a stranger to such a domain, dealt with such a matter back in 1983 under Law No. 83/03; annulled under Law No. 03/10, on the Environment within the Framework of Sustainable Development. The latter introduced a set of principles that do not differ from their counterparts in European law, the United Nations Environment Programme, and the Rio Convention. However, the practical aspect and application of the law in Algerian legislation remain unclear, leaving the question of the basis of environmental liability unanswered.
