التنويع الاقتصادي من خلال الخيار السياحي في الجزائر ومساهمته في بناء نموذج إقتصادي غير ريعي

الملخص
يعتبر القطاع السياحي من بين القطاعات الاقتصادية التي أصبحت تحتل أهمية بالغة للدول والحكومات في اطار برامجها للتنويع الاقتصادي، نظرا لمساهمة هذا القطاع في نموها وازدهارها في شتى المجالات، حتى أن بعض الدول تعتمد كليا على السياحة في اقتصادها، كما يعتبر المورد السياحي موردا مستداما يمكن استغلاله من طرف الأجيال الحالية والأجيال القادمة، بالإضافة إلى ما يحققه في المجال الاقتصادي والاجتماعي والبيئي وحتى الثقافي، وهي المجالات التي يمكن من خلالها تحقيق أهداف التنويع الاقتصادي في أي بلد. وتعد الجزائر من أهم البلدان التي تملك موارد سياحية هائلة بتنوع جغرافي وثقافي يمكنها من أن تكون من بين الدول الرائدة في المجال السياحي في العالم، ولكن المقومات السياحية لا تكفي لوحدها للنهوض بالقطاع السياحي، بل يجب إتباع استراتيجيات فعالة يمكن من خلالها استغلال هذه المقومات. سنحاول من خلال هذه الورقة البحثية ابراز مكانة القطاع السياحي في مخطط التنويع الاقتصادي في الجزائر، بالإضافة إلى الوقوف على واقع التنمية السياحية ومدى مساهمة هذا القطاع في برامج التنمية الاقتصادية ضمن المنظور الحديث لها. The tourism sector is one of the economic sectors that has become of great importance to countries and governments within the framework of their economic diversification programs, due to the contribution of this sector to their growth and prosperity in various fields, so that some countries depend entirely on tourism in their economy. The tourism resource is also considered a sustainable resource that can be exploited by current and future generations, in addition to what it achieves in the economic, social, environmental and even cultural fields, which are the fields through which the goals of economic diversification can be achieved in any country. Algeria is one of the most important countries that possesses huge tourism resources with geographical and cultural diversity that enables it to be among the leading countries in the tourism sector in the world, but tourism components alone are not enough to advance the tourism sector, but rather effective strategies must be followed through which these components can be exploited. Through this research paper, we will try to highlight the position of the tourism sector in the economic diversification plan in Algeria, in addition to examining the reality of tourism development and the extent of this sector's contribution to economic development programs within its modern perspective.
