ملخص: تقدم الورقة البحثية ملخصا عن دراسة استطلاعية ضمن حقل العلوم السياسية نهدف من خلالها إلى تبيين أهميّة استخدام مناهج الاستشراف الاستراتيجي في عملية إعداد السياسات العامة واتخاذ القرار ، من خلال دراسة ميدانية عن استشراف سياسة القضاء على جائحة كورونا في الجزائر من طرف وزارة الصحّة والسكان ووضع رؤى عميقة لإدارة الأزمات المستقبلية واستباقها باتخاذ القرارات والاستراتيجيات المناسبة لمواجهة مخاطر المستقبل ، بالإضافة إلى فهم ومعرفة أهم التقنيات والأدوات المنهجية المعتمدة من طرف المسؤولين السياسيين وصانعي القرار السياسي بمختلف الحكومات وفي مختلف دول العالم بصفة عامة . وقد كشفت الدراسة أنّ معظم الحكومات تطبق في السياسة العامة تقنيات مسح الأفق ، التخطيط بالسيناريوهات ، وأوضحت الدراسة في الأخير أنّ الحكومة الجزائرية لم توفّر بعد الإمكانات اللّازمة لتطبيق الاستشراف الاستراتيجي بشكل جيد في سياساتها العامة كما رأينا في السياسات الصحية رغم حجم الضرر الكبير الذي خلفته جائحة كورونا ، والمتمثلة أساسا في عدم طلبه بصفة مستمرة من طرف كبار المسؤولين السياسيين ونقص مؤسسات ومراكز متخصصة بالاستشراف ومراكز تحليل المعلومات والبيانات التي تعنى باستشراف المستقبل. Abstract: the research paper provides a summary of an exploratory study whithin the field of political sience, through which we aim to demonstrate the importance of using strategic foresight approaches in public policy and decision -making through afield study on anticipating the policy of eliminating the Corona pandemic in Algeria by the ministry of health and population and . and developing a deep visions for managing future crises and anticipating them, by taking appropriate decisions and strategies to confront future risks ; in addition to understanding and knowing the most important techniques and methodological tools adopted by political officials and decision-makers in various governments and in various countries of the world in general. the study revealed that most governments apply horizon scanning approaches , scenario planning , finally , we explained that the Algerian government has not yet provided the necessary capabilities to implement strategic foresight well as we saw in health policy ,despite the great extent of the damage caused by the Corona pandemic ,which is mainly represented in the lack of foresight centers and analysis centers information related to anticipating the future.
