دور الجباية البيئية في حماية البيئة في الجزائر

الملخص
تعتبر الجباية البيئية أحسن وسيلة معاصرة لحماية البيئة، وأداة اقتصادية فعالة لصنع سياسة بيئية ناجحة نظرا لطابعها المزدوج، الردعي من جهة من خلال الضرائب والرسوم التي تفرضها على الملوثين والتحفيزي من جهة أخرى من خلال الاعفاءات التي يستفيد منها كل من يمارس أنشطة صديقة للبيئة. كرس المشرع الجزائري الجباية البيئية منذ بداية التسعينات بمختلف صوره، لكن قصور النظام الجبائي البيئي وضعف السياسة البيئية أدى الى محدودية دور الجباية البيئية في الحد من التلوث البيئي وحماية البيئة. La fiscalité environnementale est le meilleur moyen contemporain de protéger L’environnement, et un outil économique efficace pour mener à bien une politique environnementale du fait de sa double nature, dissuasive d'une part par les taxes et redevances imposées aux pollueurs et incitative d'autre part par des exonérations qui profiter à tous ceux qui pratiquent des activités respectueuses de l'environnement. Le législateur algérien a consacré la fiscalité environnementale sous diverses formes depuis le début des années 90, mais l'échec du système de fiscalité environnementale et la faiblesse de la politique environnementale ont conduit au rôle limité de la fiscalité environnementale dans la réduction de la pollution environnementale et l’appui de l'environnement. Environmental taxation is the best contemporary way to protect the environment, and an effective economic tool for making a successful environmental policy due to its dual nature, deterrent on the one hand through taxes and fees imposed on polluters and incentive on the other hand through exemptions that benefit everyone who practices environmentally friendly activities. The Algerian legislator devoted environmental taxation in various forms since the beginning of the nineties, but the failure of the environmental taxation system and the weakness of the environmental policy led to the limited role of environmental taxation in reducing environmental pollution and protecting the environment.
