المبادئ الضابطة لاستخدامات الذكاء الاصطناعي

الملخص
يبرز مفهوم الذكاء الاصطناعي كمصطلح جديد يساير متطلبات العالم الرقمي؛ غير أنه و بالرغم من الأهمية القصوى للذكاء الاصطناعي سواء علميا أو عمليا، تظهر الحاجة أكثر إلى ضبط استعمالاته و تطبيقاته، خاصة في ظل حداثة ظهوره و عدم تأطيره القانوني الكافي في مختلف التشريعات. إن تحديد ضوابط خاصة باستخدامات الذكاء الاصطناعي يسمح بالموازنة بين محاسن الذكاء الاصطناعي من جهة، و تفادي الآثار السلبية المحتملة على الفرد و الدولة من جهة أخرى، و هذا من خلال تحديد مجموعة من المبادئ التي تحصر مجالات استعمال الذكاء الاصطناعي، و تضمن حل الاشكالات المتعلقة بها. The concept of artificial intelligence emerges as a new term that keeps pace with the requirements of the digital world. However, despite the extreme importance of artificial intelligence, whether scientifically or practically, there is a greater need to control its uses and applications, especially in light of its recent appearance and the lack of adequate legal framework in various legislations. Defining controls specific to the uses of artificial intelligence allows for a balancing between the advantages of artificial intelligence on the one hand, and in order to avoid negative effects on the individual and the state On the other hand, this is done by defining a set of principles that limit the areas of use of artificial intelligence and ensure the solution of problems related to hem.
