Abstract: Arab countries have witnessed profound changes in their political systems and legal frameworks in the past decade, influenced by both internal and external factors. This movement has been characterized by political and constitutional reforms aimed at meeting the aspirations of their peoples in securing their rights and freedoms, based on the significant importance these rights and freedoms have acquired in the constitutions of democratic countries. And this is what made the constitutional reforms in Algeria work on redefining the relationship between the state and society, adapting to local and international developments, and committing to fulfilling international treaties and agreements through the constitution of rights and freedoms, updating guarantees to protect them, and conferring more legitimacy and sanctity to them, and transitioning from respect to activation
