عن واقع فعالية صيغة البيع بالإيجار في معالجة أزمة السكن في الجزائر (القطب الحضري بواد غير -ولاية بجاية نموذجا)

الملخص
تهدف الباحثة من خلال هذه المداخلة إلى تسليط الضوء على واقع صيغة السكن الإيجاري باعتبارها من صيغ السكن المدعمة من طرف الدولة للقضاء على أزمة السكن في الجزائر. تبين لنا من خلال محتوى الدارسة أنّ صيغة السكن بالإيجار تعتبر من الصيغ التي تستهدف الطبقة المتوسطة من طالبي السكن وأنّ هذه الصيغة ساهمت في منح الاستفادة لكل شخص تتوفر فيها الشروط المقررة، إلا أنّ التعديلات التي مسّت النص التنظيمي المنظم لهذه الصيغة أدى إلى المساس بحقوق الفئة المستفيدة من سكنات عدل، بالإضافة إلى الكثير من المعوقات الميدانية التي أثرت سلبا على إرادة صناع القرار في القضاء على أزمة السكن. كما اتضح لنا من خلال إجراء دراسة حالة لواقع سكنات عدل بالقطب الحضري بولاية بجاية أنّ مكتتبوا الولاية كانوا الأقل حظا بالنسبة لمشروع عدل الذي تمّ إنجازه في موقع لا يستجيب لظروف السكن نظرا للكثير من النقائص، الأمر الذي جعل مشروع سكنات عدل بهذه الولاية لا يزال يعاني وتسبب في نفور المستفيدين من الانتقال للسكن في قطب لا يتوفر على أبسط مستلزمات العيش الكريم. The researcher aimed through this intervention to shed light on the reality of the rental housing formula as one of the state-supported housing formulas to eliminate the housing crisis in algeria. Through the content of the study, it became clear to us that the rental housing formula is one of the formulas that target the middle class of housing seekers, and that this formula contributed to granting benefit to every person who meets the prescribed conditions, but the amendments that affected the regulatory text governing this formula led to prejudice the rights of the beneficiary group from the residences of justice. In addition to many field obstacles that negatively affected the will of decision-makers to eliminate the housing crisis. It also became clear to us, through conducting a case study of the reality of the housing estates in the urban pole in the state of bejaia, that the state’s registrants were the least fortunate in relation to the justice project, which was completed in a location that did not respond to housing conditions due to many shortcomings, which made the housing project in this state still suffering and caused in the aversion of the beneficiaries to move to live in a pole that does not have the most basic necessities for a decent life.
