حماية البيئة الشّاطئيّة في الجزائر تحقيقا للاستدامة البيئيّة في ظلّ حتميّة الاستغلال الاقتصادي

الملخص
تهدف هذه الدّراسة إلى بيان الحماية التّي خصّ بها المشرّع الجزائريّ البيئة الشّاطئيّة، على اختلاف عناصرها الطّبيعيّة الحيّة منها وغير الحيّة من كلّ نشاط اقتصاديّ تتمّ ممارسته ضمن هذه البيئة الشّاطئيّة على غرار الاستغلال الاقتصادي لها وكذا مختلف الأنشطة الّصناعيّة والاستخراجيّة وأعمال البناء، وذلك في ظلّ ضرورة استغلالها اقتصاديّا بوصفها موردا اقتصاديّا هامّا يجب تثمينه وحمايته، وذلك على اعتبار أنّ المشرّع الجزائريّ انتهج التّنميّة المستدامة كنمط تنمويّ يجمع بين تحقيق الأهداف الاقتصاديّة والاجتماعيّة وبين حماية البيئة في نفس الوقت. Abstract: This study aims to demonstrate the protection that the Algerian legislator singled out for the coastal environment, regardless of its natural, living and non-living elements, from every economic activity that is practiced within this coastal environment, similar to its economic exploitation, as well as various industrial and extractive activities and construction works, in light of the necessity of exploiting it. Economically, as an important economic resource that must be valued and protected, given that the Algerian legislator has adopted sustainable development as a development pattern that combines the achievement of economic and social goals with the protection of the environment at the same time.
