الملخص
تهدف هذه الدراسة إلى إبراز أهم الإصلاحات الجبائية ودورها في تعزيز التنمية المحلية وذلك باعتبار الجباية هي إحدى الموارد الهامة للجماعات المحلية، كما أن هذه الإصلاحات مست بدرجة كبيرة الجباية المحلية لتمكين هذه الهيئات من المشاركة في عملية التنمية. على هذا الأساس فقد خلصت الدراسة إلى أن الجماعات المحلية تعتمد بدرجة كبيرة على الإعانات المقدمة من طرف الدولة لتغطية نفقاتها العامة، وبالرغم من الإصلاحات التي قامت بها الدولة على النظام الجبائي المحلي إلا أن الموارد المحصلة لا تغطي نسبة معتبرة من النفقات العامة للجماعات المحلية، مما انعكس سلبا على نوعية ومستوى الخدمات المقدمة من هذه الهيئات. الكلمات المفتاحية: الجباية المحلية، الإصلاحات الجبائية، التنمية المحلية. Abstract: This study aims at identifying the most important fiscal reforms and their role in promoting local development, given that collectivity is one of the communities' important resources. These reforms have significantly affected local collections to enable these bodies to participate in the development process. On this basis, the study concluded that communities depend heavily on State subsidies to cover their public expenditures. Despite the State's reforms to the local penitentiary system, the resources collected do not cover a significant proportion of community public expenditures, which adversely affects the quality and level of services provided by these bodies.
