La Sécurité Sociale En Algérie Entre Transformation Et Restructuration

Résumé
Les politiques de protection sociale en Algérie ont connu des réformes notamment depuis le début de ce siècle. Cependant malgré tous les efforts, ce secteur peine toujours à trouver sa place et rencontre des difficultés essentiellement financières, ainsi que l’extension du secteur informel qui constitue un véritable manque à gagner pour la SS. Cet article a pour objectif d’étudier les processus de transformations institutionnelles, les modalités de fonctionnement des systèmes de protection sociale, ainsi que les processus de transformations structurelles de la SS que connaît l’Algérie. Dans une approche analytique, notre étude reprend la trajectoire de la SS algérienne de son émergence jusqu’à la dernière réforme structurelle qu’a connu le régime de la SS, les transformations les plus marquantes du secteur et surtout mettre en relief les différents intervenants et composants du présent système, et mettre en avant les difficultés auxquelles est confronté le secteur de la SS en Algérie. Social protection policies in Algeria have undergone reforms in particular since the beginning of this century. However, despite all efforts, this sector is still struggling to find its place and is encountering essentially financial difficulties, as well as the extension of the sector informal which constitutes a real shortfall for the SS. This article aims to study the processes of institutional transformations, the modalities of functioning of social protection systems, as well as the processes of structural transformations of the SS experienced by Algeria. In an analytical approach, our study resumes the trajectory of the Algerian SS from its emergence until the last structural reform experienced by the SS regime, the most significant transformations of the sector and above all highlight the various stakeholders and components of the present system, and highlight the difficulties facing the SS sector Algeria. شهدت سياسات الحماية الاجتماعية في الجزائر إصلاحات ، لا سيما منذ بداية هذا القرن. ومع ذلك ، وعلى الرغم من كل الجهود ، لا يزال هذا القطاع يكافح للعثور على مكانه ويواجه صعوبات مالية بشكل أساسي ، فضلاً عن توسع القطاع غير الرسمي الذي يشكل عجزًا حقيقيًا لقطاع الضمان الإجتماعي. يهدف هذا المقال إلى دراسة التحولات المؤسسية ، وطرق تشغيل أنظمة الحماية الاجتماعية ، وكذلك التحولات الهيكلية لقطاع الضمان الإجتماعي التي تشهدها الجزائر. في نهج تحليلي ، يتم دراسة مسار الحماية الإجتماعية الجزائرية منذ ظهورها إلى الآن، الإصلاح الهيكلي الذي شهده نظام ، أهم تحولات القطاع ، وتسليط الضوء على الصعوبات التي تواجه قطاع في الجزائر
