Abstract: The support provided by the state in the field of housing aims to help middle-income groups to obtain ownership of real-estate. The subsidized promotional formula is one of the most important housing formulas dedicated to this category, which is being supported in different ways. However, the real-state projects have witnessed cosiderable delay, which pushed the legislator to find new mechanisms to activate the procedure of subsidizations. L.
