The Regulation Of Oil Extraction: Looking Cross Between The United States And Algeria

Authors : Aïssa Mouhoubi Mouhoubi .

Abstract

Sustainable development provides, in its guidelines, the preservation of maximum natural resources for the profit of coming generations, principally if these resources are exhaustible and non-renewable. Oil, which belongs to the latter category of natural resources, is threatened with extinction due to unrestrainedexploitation, as the global economy continues to perpetrate. From a particular viewpoint, the United States of America, the first oil consumer in the world and that holds considerable potential reserves in this area, under takes a different policy from that adopted by countries such as Algeria. In fact, from the mid-80s, the American public decision opted for lower oil extraction and increased its imports. In 1993, the country became a net oil importer. Entrepreneurship in the public sector of hydrocarbons in Algeria does not seem to obey to any rule of natural conservation heritage. Despite the fact that the economy suffers from absorption to small quantities extracted annually; the government has left all the decisions to Sonatrach which seeks only to get the most out of its profits. The shortness of the main petroliferous deposits, such as Hassi-Messaoud, is an evidence of an improper management of the oil domain.
