الملخص

The reform of the pension system has become an inevitable necessity, especially with the economic and social transformations currently taking place in the world, which creates an imbalance between revenues and expenses of the system. The reform process requires reconciliation between two basic elements, namely, justice and efficiency, but there is a constant conflict between these principles which limits the effectiveness of applying the reform theories that we will deal with in this paper and creates inequality in the distribution of incomes between the society members. Can these two principles be applied simultaneously in order to reform the pension system?
