Résumé

Abstract Climate engineering technologies — encompassing Carbon Capture and Storage (CCS), Solar Radiation Management (SRM), and cloud seeding — are increasingly regarded as potential tools in addressing the global climate crisis. Yet their deployment generates substantial legal uncertainty: existing international environmental law frameworks were not designed with such technologies in mind, leaving critical regulatory gaps concerning State responsibility, transboundary harm, and international oversight. This research examines how international law governs — or ought to govern — the adverse effects of climate engineering technologies, with particular focus on CCS and SRM. Through doctrinal analysis of primary and secondary sources, the research demonstrates that, while foundational principles such as the 'no-harm' rule, the precautionary principle, and State responsibility doctrine provide some normative traction, they are insufficient to address the unique risks posed by these technologies. The research concludes that the international community must pursue a dedicated legally binding instrument grounded in environmental impact assessment obligations, equitable burden-sharing, and robust accountability mechanisms.
