This study examines the role of petroleum taxation in the development of Algeria’s hydrocarbon sector by analyzing the relationship between fiscal revenues and sectoral investment over the period 2015–2025. The findings indicate that, despite the legislative reforms introduced under the 2019 Hydrocarbon Law and subsequent amendments, the petroleum fiscal regime remains characterized by a relatively high effective tax burden and limited flexibility, which constrains its investment attractiveness compared to neighboring producing countries. The analysis further reveals a structural gap between the substantial petroleum tax revenues generated and the level of effective investment directed toward sectoral development, particularly in research and development and downstream infrastructure modernization. Although recent partnership agreements with major international oil companies, such as TotalEnergies and Eni, signal a shift toward more negotiated contractual arrangements, persistent institutional and contractual constraints—most notably the dominant role of the national oil company—continue to limit the developmental impact of these partnerships. The study concludes that the effectiveness of petroleum taxation should not be assessed solely by its capacity to maximize public revenues, but rather by its ability to transform hydrocarbon rents into productive and sustainable investments that enhance the long-term competitiveness and resilience of the hydrocarbon sector.
