Résumé

تهدف هذه الدراسة إلى تحليل السياسة الجزائرية تجاه المهاجرين الأفارقة غير النظاميين، ومقارنتها بالمقاربة الأمنية الأوروبية، من خلال بحث مدى حضور الاعتبارات الإنسانية والاعتبارات الأمنية في إدارة الظاهرة. شملت الدراسة حالة المهاجرين الأفارقة غير النظاميين في الجزائر، مع التركيز على الحالة الأوروبية بوصفها نموذجًا مقارنًا، توصلت الدراسة أن السياسة الجزائرية لا تختزل في مقاربة أمنية بل لها أبعاد إنسانية واجتماعية، اما المقاربة الأوروبية اطرت الهجرة ضمن اعتبارات أمن الحدود وإدارة المخاطر. لذلك خلصت الدراسة أن المقارنة بين التجربتين كشفت عن تداخل بين المنطق الأمني والاعتبارات الإنسانية مما دفع الى التوصية بضرورة تطوير سياسة أكثر توازنًا تجمع بين مقتضيات السيادة والأمن، واحترام كرامة المهاجرين وحقوقهم . This study aims to analyze Algerian policy toward irregular African migrants and compare it with the European security approach by examining the extent to which humanitarian and human rights considerations are incorporated alongside security considerations in managing irregular migration. The study adopts a descriptive-analytical and comparative approach, based on an analysis of legislation, policies, official and international reports, and academic studies related to irregular migration. The study focuses on irregular African migrants in Algeria, while using the European context as a comparative case, covering the period from 2008 to 2025, a period that witnessed significant developments in Algerian and European policies toward irregular migration.. The study finds that Algerian policy toward irregular African migrants cannot be reduced to a purely security-based approach, as it also incorporates, alongside border-control measures and efforts to combat irregular migration, varying humanitarian and social dimensions. In contrast, the European approach tends to frame migration more strongly in terms of border security and risk management.
