تتمحور الدراسة حول موضوع إدارة الثروة الغابية في الجزائر وفق متطلبات التنمية المستدامة والقوانين الجديدة (قانون الغابات 2023 ومرسوم الجرد 2025) تتبنى الدراسة طريقة مقاربة المسارات التقديم إصلاحات شاملة، فعلى المستوى التنظيمي يقترح البحث سد الفجوات الهيكلية عبر الرقمنة وتعزيز التنسيق بين وزارتي الفلاحة والبيئة. أما على المستوى الاستراتيجي فتدعو لاعتبار الأمن البيئي ركيزة للأمن القومي، مع تأسيس صندوق سيادي للغابات والكربون وقضاء بيئي متخصص، أما اجتماعيا فتؤكد النتائج على الانتقال من المشاركة الصورية إلى التسيير التشاركي المؤسسي عبر عقود ملزمة لتمكين المجتمعات المحلية من التنمية. تختتم الدراسة باستخلاص دروس من تجارب دولية رائدة (كوستاريكا، فنلندا، نيبال، وكوريا) لصياغة نموذج جزائري مبتكر يدمج التكنولوجيا الحديثة (4.0 Forest) بالاستثمار في الاقتصاد الأخضر، حيث يهدف هذا التوجه إلى تحويل الغابات من مجرد مورد تقليدي إلى أصل سيادي مستدام يحقق توازناً دقيقاً بين الحماية البيئية والنمو الاقتصادي للأجيال القادمة. Abstract: The study focuses on "Forest Wealth Management in Algeria" in light of sustainable development requirements and new legislation (Forest Law 2023 and Inventory Decree 2025). Adopting a "pathway approach" to propose comprehensive reforms, the study suggests—at the regulatory level—bridging structural gaps through digitalization and enhanced coordination between the Ministries of Agriculture and Environment. Strategically, it advocates for recognizing environmental security as a pillar of national security, alongside the establishment of a "Sovereign Forest and Carbon Fund" and a specialized environmental judiciary. Socially, the study emphasizes transitioning from token participation to "institutional participatory management" via binding contracts to empower local communities in development efforts. The study concludes by drawing lessons from pioneering international experiences (Costa Rica, Finland, Nepal, and Korea) to formulate an innovative Algerian model that integrates modern technology (Forest 4.0) with green economy investments. This approach aims to transform forests from mere traditional resources into sustainable "sovereign assets," ensuring a delicate balance between environmental protection and economic growth for future generations.
