This study examines how U.S. intelligence agencies and diplomatic institutions assessed the developments of the Iranian Revolution during 1978–1979, drawing on intelligence reports and official diplomatic correspondence. The research focuses on American perceptions of the resilience of the Pahlavi regime, the scale of popular opposition, the role of religious forces led by Ayatollah Khomeini, and the accuracy of assessments regarding the Shah’s ability to remain in power or the likelihood of his downfall. The study concludes that U.S. assessments were marked by significant shortcomings and misjudgments, as they overestimated the regime’s cohesion and capacity to contain the protests while underestimating the religious and organizational dimensions of the opposition. Diplomatic correspondence also reveals hesitation and inconsistency in U.S. decision-making, as well as a gap between intelligence analysis and the rapidly changing realities on the ground, which contributed to an inadequate political response to events. The research argues that this failure of assessment represented one of the most notable U.S. intelligence failures in the Middle East during the Cold War and had profound consequences for subsequent U.S.–Iranian relations.
