الحوادث المرورية في العراق .... تكاليفها الاقتصادية والاجتماعية Traffic Collisions In Iraq ..its Economic And Social Costs

Résumé

تهدف الدراسة الى معرفة حجم الحوادث المرورية في العراق بارتفاعها للمدة(2016-2019 و2021- 2023) لأسباب تنوعت ما بين( البشرية ضمن (12) سببا"- المشاة)-(التصميمية: المركبة- الطريق وفق خصائصها- الطاقة الاستيعابية،،الخ.)-(القانونية: انعدام الثقافة للبعض حول إجراءات السلامة،،الخ.)- (الاقتصادية: ارتفاع عدد السكان سنويا"-زيادة الدخل القومي ومتوسط نصيب الفرد،،الخ.)-(الطبيعية: التباين في معدلات درجة الحرارة- مدى الرؤية والوقت(النهار والليل)،،الخ.)-(الاجتماعية والنفسية: غضب الطريق- الانانية،،الخ.) وما لها من تكاليف (اقتصادية: الهدر المالي- رفع شركات التأمين أسعارها،،الخ.)-( اجتماعية: زيادة معدل الإصابات البشرية- ارتفاع ترمل النساء واليتم في المجتمع،،الخ.)، يضاف اليها(صحية: كلف النفقات العلاجية،،الخ) -(بيئية: التلوث البصري- فقدان العنصر الجمالي،،الخ.)، وتوصلت الى نتائج، أهمها( استحداث غرفة عمليات خاصة بالتعامل مع الحوادث المرورية - توظيف الرسالة الإعلامية في ترسيخ الوعي المروري- دراسة التكلفة الاقتصادية بمشاركة ذوي الاختصاص،،الخ.). The study aims to determine the extent of traffic accidents in Iraq, which have increased during the periods 2016-2019 and 2021-2023.The reasons varied between ;humanity within (12) reasons - pedestrians . design: vehicle , road according to its characteristics and capacity, etc.Legal: lack of awareness among some regarding safety procedures, etc.Economic; annual population growth, increase in national income and per ca-pita income, etc ,natural; variations in temperature, visibility range,and time (day and night) , etc.Social and psychological; road rage, selfishness, etc. In addition to economic: financial waste, and the insurance companies raising their prices, etc.The social: increased rate of human injuries, increased widowhood and orphanage in society, etc..Added to these are health costs: medical expenses, etc.Environmental factors: visual pollution, loss of aesthetic appeal, etc.The study concluded the following ; establishing a dedicated operations room for handling traffic accidents , utilizing media messages to promote traffic awareness and conducting a cost-benefit analysis with the participation of specialists, etc.
