Résumé

تناولنا من خلال هذه الدراسة جهود الاتحاد الإفريقي في مكافحة الاتجار بالنساء والأطفال من خلال استعراض الإطار القانوني العام والخاص، والآليات المؤسسية والعملية التي تم اعتمادها مثل بروتوكول مابوتو والميثاق الإفريقي لحقوق ورفاهية الطفل وخطة واجادوجو وسياسة الوقاية من الاتجار بالبشر، ورغم هذه الجهود نظل الفعالية محدودة بسبب غياب اتفاقية إفريقية شاملة وملزمة تخص الاتجار بالبشر بصفة عامة وبالنساء والأطفال بصفة خاصة، بالإضافة إلى ضعف آليات التنفيذ والتمويل. In this intervention, we addressed the African Union’s efforts to combat trafficking in women and children by reviewing the general and specific legal framework, and the institutional and practical mechanisms that have been adopted, such as the Maputo Protocol, the African Charter on the Rights and Welfare of the Child, the Ouagadougou Plan of Action, and the Policy on the Prevention of Trafficking in Persons. Despite these efforts, effectiveness remains limited due to the absence of a comprehensive and binding African convention on trafficking in persons in general and women and children in particular, in addition to the weakness of implementation and funding mechanisms.
