Abstract: This study aims to examine the reality of electronic media in Algeria by analyzing the dialectical relationship between freedom of media practice and the requirements of legal regulation under the developments introduced by the Media Laws of 2012 and 2023. The research is based on the premise that electronic media represents one of the most significant manifestations of digital transformation, which has brought fundamental changes to communication structures and media production, thus requiring legislators to adapt legal texts to the new digital environment, the study adopts a descriptive-analytical approach and legal comparison through an examination of the Algerian Media Law of 2012 and the Media Law of 2023. It seeks to identify developments in the treatment of electronic media in terms of concept, accreditation mechanisms, conditions of practice, rights and obligations, and the limits of legal responsibility. It also highlights the possible balance between protecting freedom of expression and ensuring respect for public order and professional ethics, the study concludes that Algerian media legislation has witnessed notable progress in regulating electronic media, moving from a general and limited treatment in the 2012 Law to a more detailed and clearer framework in the 2023 Law. However, several issues remain unresolved, particularly regarding the limits of oversight, liability for digital content, the effectiveness of regulatory mechanisms, and the extent to which legal provisions are consistent with international standards of media freedom, the importance of this study lies in its contribution to understanding the legal transformations affecting the electronic media sector in Algeria and in providing an academic perspective on ways to develop the legislative framework in line with the requirements of the digital age.
