Résumé

This study aims to demonstrate the functional importance of the hisbah system in the Islamic world today and how it contributes to achieving social regulation, especially in light of the alarming spread of ideas that are foreign to Islamic values in particular and to social traditions in general. This spread has been amplified by the widespread use of social media, which has witnessed the rise of so-called “influencers” who target the social values of the younger generation, exploiting the Weakness of value formation and the general decline of socialization institutions, notably Qur’anic schools and the extended family. The study also seeks to establish general frameworks that help in building a practical program through which individual behaviors can be guided, the spread of deviant behaviors limited, and the causes and factors contributing to their proliferation eliminated. The study concludes with findings that affirm the practical dimension of the hisbah system, which is rooted in the concept of socialization within its Islamic civilizational perspective, alongside the modern regulatory system embodied by state institutions in maintaining public order, public morals, public tranquility, and public health. It also highlights the functional importance of the hisbah system in achieving these institutionally grounded objectives, which are considered fundamental functions in the process of social regulation.
