Cross-border Threats In Algeria's Neighborhood: Causes And Methods Of Containment

Résumé

Abstract: In this research paper, we will try to shed light on the new security in threats in the African coast, which were affected by the dangers that imposed themselves, as we witnessed the outbreak of internal conflicts and the crises of the situations in the Sahel and sub-Saharan regions, such as the emergence of terrorist originations, the failure of the state, not to mention the political transformations it experienced. Coups and assassinations, which made this threat move outside its borders since the end 2010 in both Libya and mali, and thus the sahel space has become a real security dilemma, and this thing makes the attempt to confront the threat and its wave within a comprehensive cooperative framework is an urgent matter. ملخص: سنحاول في هذه الورقة البحثية تسليط الضوء على التهديدات العابرة للحدود في منطقة الساحل الافريقي، الذي تأثر بالأخطار التي فرضت نفسها، حيث شهدنا مرحلة نشوب نزاعات داخلية وتأزما للأوضاع في منطقة الساحل الافريقي وجنوب الصحراء، كظهور التنظيمات الإرهابية، فشل دولاتي، موجات من الهجرة غير الشرعية والنزوح نحو الشمال، ناهيك عن ما عاشته دول المنطقة من تحولات سياسية، انقلابات واغتيالات، مما جعل التهديد ينتقل إلى خارج حدودها منذ نهاية 2010، في كل من ليبيا ومالي ومعظم دول الجوار، وبذلك أصبح فضاء الساحل يشكل معضلة أمنية حقيقية ومصدر لعدم الاستقرار، لا سيما في ظل تداخل الفواعل وتضارب المصالح، الداخلية والإقليمية والدولية، الشيء الذي يفرض إيجاد السبل الناجعة للتعجيل في التصدي لمختلف التهديدات في إطار مقاربة تعاونية جامعة وشاملة. Les menaces transfrontières dans le voisinage de l’Algérie : causes et méthodes d’endiguement Résumé : Dans cet article de recherche, nous tenterons de mettre en lumière les menaces sécuritaires sur la côte africaine, qui a été affectée par les dangers qui se sont imposés. Nous avons en effet assisté à une phase marquée par l’éclatement de conflits internes et l’aggravation des crises dans les régions du Sahel et subsaharienne, tels que l’émergence d’organisations terroristes, la défaillance de l’État, sans oublier les transformations politiques qu’elles ont connues, notamment les coups d’État et les assassinats. Ces éléments ont fait que cette menace a dépassé les frontières de ces pays depuis la fin de l’année 2010, aussi bien en Libye qu’au Mali. Ainsi, l’espace sahélien est devenu un véritable dilemme sécuritaire, ce qui rend la tentative de faire face à ces menaces et à leur expansion, dans un cadre coopératif global, une nécessité urgente.
