Résumé

هدفت هذه الدراسة إلى تحليل دور الوكالة الوطنية لدعم وتنمية المقاولاتية (NESDA) في تحسين إدارة وحوكمة المشاريع الاقتصادية المصغّرة في الجزائر، من خلال دراسة حالة ولاية قسنطينة خلال الفترة 1997–2023. اعتمدت الدراسة على المنهج الوصفي-التحليلي بالاستناد إلى البيانات الإحصائية الرسمية للوكالة، مع التركيز على تقييم فعالية آليات التمويل والمرافقة المقدّمة لرواد الأعمال. توصلت النتائج إلى أن الجهاز أسهم في تنشيط الاقتصاد المحلي وخلق فرص عمل، حيث تم تمويل أكثر من 13000 مشروع، مع هيمنة نموذج التمويل الثلاثي بنسبة 97%. غير أن نسبة قبول الملفات لم تتجاوز 27%، ما يعكس وجود معيقات إجرائية وهيكلية تحد من كفاءة الأداء. وتكمن القيمة العلمية المضافة للمقال في تقديم تشخيص كمي دقيق لأداء جهاز NESDA، واقتراح مسارات عملية لتحسين فعاليته واستدامة مشاريعه. This study aims to analyze the role of the National Agency for the Support and Development of Entrepreneurship (NESDA) in improving the management and governance of micro-economic projects in Algeria, through a case study of Constantine Province over the period 1997–2023. The research adopts a descriptive-analytical approach based on official statistical data provided by the agency, with a focus on assessing the effectiveness of financing and support mechanisms offered to young entrepreneurs. The findings indicate that NESDA has contributed to stimulating local economic activity and job creation, financing more than 13,000 projects, with a dominant reliance on the tripartite financing model, which accounted for 97% of total funding. However, the acceptance rate of applications did not exceed 27%, revealing structural and procedural constraints that limit overall efficiency.The scientific contribution of this article lies in providing a quantitative assessment of NESDA’s performance and proposing practical recommendations to enhance its effectiveness and sustainability.
