Résumé

الملخص: يتناول هذا المقال موضوع "أثر استقلالية البنوك المركزية على معدلات التضخم" من خلال دراسة تجمع بين الجانب النظري والتطبيقي، مع تركيز خاص على حالة بنك الجزائر باعتباره الفاعل الأساسي في السياسة النقدية الوطنية. تهدف هذه الدراسة إلى فهم طبيعة العلاقة بين درجة استقلالية البنك المركزي ومدى قدرته على التحكم في معدلات التضخم، وذلك من خلال تحليل تطور الإطار القانوني المنظم لعمل بنك الجزائر، إضافة إلى دراسة المؤشرات الاقتصادية ذات الصلة. وقد بيّنت نتائج التحليل أن هناك ضعفًا واضحًا في استقلالية بنك الجزائر، لا سيما على المستوى العملي والتطبيقي، حيث يبقى خاضعًا لتدخلات السلطة التنفيذية، مما يحد من فعالية أدائه في ضبط معدلات التضخم وتحقيق الاستقرار النقدي. بناءً على ذلك، تبرز الحاجة الملحة إلى مراجعة الأطر القانونية والمؤسساتية بما يضمن استقلالية حقيقية للبنك المركزي، كشرط أساسي لتعزيز مصداقية السياسة النقدية وتحقيق استقرار الأسعار على المدى الطويل. Abstract: This dissertation addresses the topic of "The Impact of Central Bank Independence on Inflation Rates" through both theoretical and empirical analysis, with a particular focus on the case of the Bank of Algeria as the main actor in national monetary policy. The study aims to understand the relationship between the degree of central bank independence and its ability to control inflation rates, by examining the development of the legal framework governing the Bank of Algeria, in addition to analyzing relevant economic indicators. The findings reveal a clear weakness in the Bank of Algeria’s independence, especially on the practical and operational levels, as it remains subject to executive authority influence, which limits its effectiveness in curbing inflation and achieving monetary stability. Consequently, there is a pressing need to revise the legal and institutional frameworks to ensure genuine independence of the central bank, which is a fundamental condition for enhancing the credibility of monetary policy and achieving long-term price stability.
