Algeria: Diplomatic Mobility (hirak) Toward New Regional And International Prestige And Action

Résumé

Abstract Algeria’s geopolitics tumultuous environment has the tendency to push the leaders in the country, civilian and military alike, to reshape the country’s foreign policy and military doctrines, objectives, and agenda. The challenges of Algeria’s recent diplomatic mobility would be tested whether the domestic socio economic situation in the time of post-COVID-19 and the ongoing Russia-Ukraine War, which Algeria has set its position on. A war turned into a proxy war, reviving the old international system. In a world affairs’ context that is putting new Cold War imperatives in a posture of mediation that Algeria could position itself in, this is due to its close ties with Moscow and Kiev on one hand, and with Beijing which its peace initiative looks plausible in a global vision to stop the war as its goes the new U.S. Administration with the President-elect Donald Trump’s Ukraine war and peace approach. There is no doubt that foreign policy behavior of the country becomes a way of leading when Algerian new leaders might need an external policy that reflects this paradigm. Résumé: L’environnement géopolitique tumultueux de l’Algérie a tendance à pousser les dirigeants du pays, civils et militaires, à remodeler la politique étrangère et la doctrine militaire – les objectifs et l’agenda du pays. Les défis que la récente mobilité diplomatique de l’Algérie seraient mis à l’épreuve, que ce soit sur le plan socio-économique national dans la période post-COVID-19 et dans la guerre russo-ukrainienne en cours, avec laquelle l’Algérie a fixé sa position sur cette guerre. Une guerre transformée en guerre par procuration, faisant revivre l’ancien système international. Dans un contexte de politique internationale qui place les nouveaux impératifs de la guerre froide dans une posture de médiation dans laquelle l'Algérie pourrait se positionner, cela s'explique par ses liens étroits avec Moscou et Kiev d'une part, et avec Pékin dont son initiative de paix semble plausible. Une vision globale pour mettre fin à la guerre a la veille de l'arrivée de la nouvelle administration américaine avec son approche de guerre et de paix en Ukraine du président élu Donald Trump.
