Résumé

أصبحت المقاولة تشكل قوة إقتصادية أساسية إستطاعت تحقيق أرقام معاملات عالية و إحداث مناصب شغل و خلق الثروة لترفع بذلك مؤشرات إسهام المقاولة في التنمية الاقتصادية و لعل تحسين المناخ الاقتصادي في الجزائر يتيح للمقاول خوض غمار المنافسة و ولوج عالم الأعمال من أوسع أبوابه، بإستحداث هيئات و مؤسسات توفر الدعم و المساندة في مجال إحداث المقاولات كما هو الشأن بالنسبة للوكالة الوطنية لتسيير القرض المصغرANGEM و الصندوق الوطني للتأمين على البطالة والوكالة الوطنية لتطوير الاستثمار و الوكالة الوطنية لدعم و تنمية المقاولاتية l’ANADE لقد ترجمت هذه الأهمية للمقاولة بتصميم عدة سياسات وبرامج لترقيتها، عبّأت كلاّ من السلطات العمومية المحلية والوطنية لتحقيقها، شركاء التنمية الدولية والقطاع غير الربحي إضافة إلى القطاعين الماليين الكلاسيكي والبديل، بهدف تمكين المؤسسات المصغرة من تجاوز القيود التي تواجهها في مجالي العرض والطلب. و إعتبارا لكون عالم المقاولات يحتاج إلى قدرات متطورة و كفاءات تسييرية عالية فإن الجامعات الجزائرية أدرجت مواد متخصصة في تدريس ريادة الأعمال فضلا عن كون هذا التخصص شكل موضوع برامج تم توقيعها مع جامعات أجنبية و بين بعض الجامعات و مكتب العمل الدولي و برامج أخرى تروم تنمية ثقافة المقاولة لدى الشباب ، رغم المؤهلات المتاحة على المستوى القانوني و التعليمي فإن المعطيات تفيد أن عدد المقاولات ينحصر في مجملها في مقاولات من الحجم إما المتوسط أو الصغير ما يجعلها دوما في حاجة إلى المواكبة والدعم خاصة من قبل الشركات الكبرى لتوفر لها فرص إضافية في الاستثمار والحصول على المشاريع. Abstract Entrepreneurship has become a basic economic force that has been able to achieve high transaction numbers, job creation and wealth creation, thus raising the indicators of the entrepreneurship's contribution to economic development. Availability of support and support in the field of entrepreneurial creation, as is the case with the National Agency for Microcredit Management (ANGEM), the National Fund for Unemployment Insurance, the National Agency for Investment Development and the National Agency for the Support and Development of Entrepreneurship l'ANADE This importance of the enterprise has been translated into the design of several policies and programs to promote them, mobilizing both local and national public authorities to achieve them, international development partners and the non-profit sector in addition to the classical and alternative financial sectors, with the aim of enabling micro-enterprises to overcome the constraints they face in the areas of supply and demand. And given that the world of contracting needs advanced capabilities and high management competencies, Algerian universities have included courses specialized in teaching entrepreneurship, in addition to the fact that this specialization formed the subject of programs signed with foreign universities and between some universities and the International Labor Office and other programs that aim to develop a culture of Entrepreneurship among young people, despite the qualifications available at the legal and educational level, the data indicates that the number of companies is limited in their entirety to companies of either medium or small size, which makes them always in need of accompaniment and support, especially by large companies, to provide them with additional opportunities to invest and obtain projects.
