تأثير الإصلاح الإداري للجماعات المحلية على تحسين جودة خدمة تسجيلات الحج لموسم 2020 ببلدية الشلف

Résumé

ملخص : هدفت هذه الدراسة الى التعرف على مدى تأثير الإصلاح الإداري للجماعات المحلية لبلدية الشلف على تحسين جودة خدمة تسجيلات الحج لموسم2020 بأبعادها الخمسة ( الاعتمادية ، الاستجابة ، التوكيد ، الدليل المادي الملموس ، التعاطف ) وهذا حسب نموذج Servperf ، ولتحقيق هذا الهدف قامت الباحثتين بجمع المعلومات اللازمة عن طريق توزيع استبيان على عينة ميسرة من مجتمع الدراسة، بلغ حجمها 186 مفردة من أصل 258 مفردة تم توزيع الاستبيان عليها بغية اختبار فرضيات الدراسة ولأجل ذلك تم استخدام مجموعة من الاساليب الاحصائية أهمها : الوسط الحسابي والانحراف المعياري ، والنسب المؤية، ومعامل الارتباط ، ومعامل التحديد وذلك بالإستعانة ببرنامج SPSS . وقد توصلت الدراسة الى مجموعة من النتائج أهمها توجد علاقة طردية بين الإصلاحات الإدارية التي قامت بها الجماعات المحلية وكل من بعد الاستجابة والدليل المادي الملموس والتعاطف لجودة خدمة تسجيلات الحج لموسم2020، كما انه توجد اختلافات بين كل من دخل وجنس المواطنين حول الإصلاحات التي قامت بها بلدية الشلف لتسجيل لموسم الحج لموسم 2020. الكلمات المفتاحية: الجماعات المحلية، الإصلاحات الإدارية، الخدمة العمومية، جودة الخدمة العمومية، تسجيلات الحج. Abstract: This study aimed to identify the extent of the impact of the administrative reform of the communes of the municipality of Chlef on improving the quality of the Hajj records service for a season with its five dimensions (reliability, responding , assersion , tangibility, sampathy) and according to this model Servperf, to achieve this goal the researchers gathered the necessary information through the distribution of a questionnaire on the concessional sample of the study population, its size reached 186 Single out of 258 single was distributed questionnaire for them in order to test the hypotheses of the study and for that has been the use of a set of statistical methods, including: the arithmetic mean and standard deviation, The percentages , correlation coefficient, and the coefficient of determination and drawing upon the program SPSS. The study found a range of results most importantly of which is a direct relationship between administrative reforms undertaken by local communities and each after the response and tangible physical evidence and sympathy for quality of the Hajj registrations service for the 2020 season, and there are difference between both income and gender of citizens about the reforms carried out by the Chlef municipality to record the Hajj season for the 2020 season. key words :Local communities, administration reforms, ,Public Service ,The quality of public service ,Hajj records.
