حوليات كلية الحقوق والعلوم السياسية"مجلة علمية محكمة، تصدر سنويا عن كلية الحقوق والعلوم السياسية جامعة وهران 2 محمد بن أحمد، وهي بمثابة السند والناقل للنشاط العلمي والبحثي للأساتذة الجزائريين وكذا الأجانب الذين نرحب بمساهمتهم في مختلف مجالات العلوم القانونية والسياسية على المستوى الوطني وكذا المغاربي والدولي. كما نرحب في ذات المجلة بكل دراسة يهتم أصحابها بالجوانب الميدانية للبحث، ولهذا الغرض تتضمن الحوليات بابا خاصا لنشر الاجتهادات القضائية مصحوبة بالتعليق عليها، الأمر الذي يفسر تواجد قرارات قضائية صادرة عن المحاكم الأجنبية في هذا الباب للاستفادة منها علميا و منهجيا. وتجدر الإشارة في الأخير إلى أن هذه الحوليات مفتوحة لنشر مقالات للطلبة في الدكتوراه بعد إجراء خبرة عليها مثل ما هو معمول به بالنسبة لكل المقالات المقترحة للنشر فيها.

نشر عدد جديد

يسر مجلة حوليات كلية الحقوق والعلوم السياسية بجامعة وهران 2 محمد بن أحمد أن تنهي إلى علم جميع الأساتذة الباحثين وطلبة الدكتوراه أنه تقرر إصدار عدد جديد.

وفي هذا الإطار، تدعوكم هيئة تحرير المجلة إلى تقديم أبحاثكم ومساهماتكم لنشرها في  العدد لسنة 2024، مع مراعاة شروط النشر المعمول بها في المجلة.

LE FONCIER EN ALGERIE, UN GISEMENT FISCAL INEPUISABLE : L’APPORT DU CADASTRE

Résumé: Résumé : Suite à la baisse du produit de la fiscalité pétrolière, à l’accroissement des charges publiques dû à l’urbanisation effrénée des villes et à la démographie galopante, l’Etat algérien se trouve dans l’obligation de rechercher de nouveaux gisements fiscaux et de rentabiliser davantage les gisements existants. Si l’impôt frappe la richesse, le foncier en est une, il constitue un gisement fiscal qui se distingue par son caractère impérissable et qui se prête mal à la dissimulation. Le cadastre est l’instrument privilégié pour mettre en évidence cette richesse et contribuer à sa fiscalisation. «Foncier », «cadastre» et «fiscalité foncière», voilà trois éléments qui demandent à être synchronisés pour donner un meilleur rendement sur le plan fiscal. Abstract: Following the decline in oil tax income, and the increase in public expenses due to the uncontrolled urbanization of cities and galloping demography, the Algerian state is obliged to seek new tax sources and to make existing deposits more profitable. If the tax hits wealth, Real estate is one of them, it constitutes a tax deposit, which is distinguished by its imperishable nature and hard to be concealed. The cadastre is the preferred instrument for highlighting this wealth and contributing to its taxation. . "Land", "cadastre" and "Real estate taxation"; these are three elements that need to be synchronized to give a better return on the tax level.
